Yes. These are separate procedures: the cédula is the Paraguayan identity document, while the RUC is the taxpayer registration and number. Plan B coordinates suitable legal and accounting partners for residency, cédula, RUC and bank-account introductions according to the client's eligibility and current institutional requirements. Investor Pass — a direct permanent-residency route for qualifying foreign investors. Under MIC Resolution 0283/2026, current minimums start at USD 70,000 for productive investment with at least five formal jobs and a business plan; USD 150,000 for tourism with a business plan and technical follow-up; and USD 200,000 for financial instruments held for at least two years or real estate used for economic activity, not personal or family use. We recheck the rules before filing and coordinate the process through cédula issuance.

DNIT currently publishes IRP rates of 8%, 9% and 10% for personal-service income, 8% for personal capital income, IRE at 10%, and IDU at 8% for residents and 15% for non-residents. Yes, generally. Law No. 2532 restricts nationals of neighbouring countries and companies majority-owned by them from owning, co-owning or holding usufruct over rural property within 50 km of Paraguay's land and river borders. A public-interest exception may be granted by executive decree; Law No. 2647 also preserves specifically listed cases, including nationals of neighbouring countries who hold permanent residence in Paraguay. Every purchase still requires title, cadastre, restriction, tax and notarial checks; Plan B coordinates that due diligence.
