Paraguay property due diligence: a field checklist before you buy

Before money moves, reconcile four layers: the seller and registry title, the cadastral record, a georeferenced survey of the land on the ground, and the rules that govern its intended use. Then verify access, liens and restrictions, taxes, utilities, environmental or municipal requirements, and the closing path with an independent Paraguayan lawyer and notary.

How long does residency in Paraguay take?

There is no honest fixed timeframe. It depends on the route, nationality, document completeness and the migration authority's current workload. Plan B checks the official requirements for your case before quoting a realistic schedule. Plan B coordinates the applicable residency process and cédula for clients who actively invest or build through us, as well as for clients who choose Investor Pass from the outset. We do not accept standalone residency-only or cédula-only mandates without an active Plan B investment or construction project.

Is Paraguay a good country to invest in?

Paraguay combines macroeconomic stability with a territorial tax system and comparatively accessible land in selected growth corridors. DNIT currently publishes IRP rates of 8%, 9% and 10% for personal-service income, 8% for personal capital income, IRE at 10%, and IDU at 8% for residents and 15% for non-residents. The applicable treatment depends on the taxpayer, income source and structure, so Plan B coordinates case-specific verification with local professionals.

Can foreigners buy land in Paraguay?

Yes, generally. Law No. 2532 restricts nationals of neighbouring countries and companies majority-owned by them from owning, co-owning or holding usufruct over rural property within 50 km of Paraguay's land and river borders. A public-interest exception may be granted by executive decree; Law No. 2647 also preserves specifically listed cases, including nationals of neighbouring countries who hold permanent residence in Paraguay. Every purchase still requires title, cadastre, restriction, tax and notarial checks; Plan B coordinates that due diligence.
