Make the decision before choosing the paperwork

A resilient home is a coordinated system, not a catalogue of equipment. The design must begin with the site, real daily demand and the people who will operate and maintain it.

Define the service level — List essential and optional loads, water use, occupancy and the autonomy expected during an interruption.

Design for the place — Shade, heat, rainfall, drainage, soil, access and local maintenance capacity matter more than a fashionable product list.

Choose recoverable systems — Critical functions need safe isolation, monitoring, spares and a workable fallback rather than one complicated point of failure.

A practical sequence

    Survey the site and calculate realistic energy, water and storage demand before selecting equipment or fixing the house position.

    Design water capture, treatment, storage, wastewater and drainage as one cycle, with sampling and maintenance access.

  3. 03

    Size generation, batteries and backup around priority loads, seasonal conditions and a clear operating procedure.

  4. 04

    Have any safe room, buried structure or container conversion designed for soil, water, ventilation, egress, fire safety and applicable rules.

  • Parcels well outside city perimeters, sourced through our private network — never listed publicly.
  • Verified access, water table, terrain and legal title before we present anything.
  • Buffer land around the residence so the property is yours all the way to the horizon.
  • Including fully off-grid parcels with no cellular coverage — completely cut off from the world, with connectivity only via Starlink. Everything is shaped around the client's brief.

Self-sufficient infrastructure

Independent of any grid

  • Solar arrays with battery storage sized for full-load autonomy.
  • Drilled well with multi-stage filtration, UV and reverse osmosis.
  • Sealed air handling with HEPA and activated carbon for the shelter level.
  • Backup generator, fuel storage and long-life food provisioning if requested.

The residence & the room beneath

  • Any below-grade room is a site-specific engineered structure designed by qualified architects and engineers after geotechnical, groundwater and flood-risk assessment.
  • The design must address earth and water loads, drainage, waterproofing, fire safety, ventilation, sanitation, independent utilities, emergency egress and local approvals. We do not promise a standard container solution.

Residency, ownership, lawful self-protection

  • Residency and ownership structures are coordinated case by case with independent, licensed Paraguayan legal, tax and notarial professionals.
  • Security requirements and any regulated permits are handled only through the competent authorities and appropriately licensed professionals. Eligibility and outcomes are never guaranteed.
  • Caretaking, supplies, security and vehicle support can be agreed separately so the property is ready when the owner arrives.

How long does residency in Paraguay take?

There is no honest fixed timeframe. It depends on the route, nationality, document completeness and the migration authority's current workload. Plan B checks the official requirements for your case before quoting a realistic schedule. Plan B coordinates the applicable residency process and cédula for clients who actively invest or build through us, as well as for clients who choose Investor Pass from the outset. We do not accept standalone residency-only or cédula-only mandates without an active Plan B investment or construction project.

Is Paraguay a good country to invest in?

Paraguay combines macroeconomic stability with a territorial tax system and comparatively accessible land in selected growth corridors. DNIT currently publishes IRP rates of 8%, 9% and 10% for personal-service income, 8% for personal capital income, IRE at 10%, and IDU at 8% for residents and 15% for non-residents. The applicable treatment depends on the taxpayer, income source and structure, so Plan B coordinates case-specific verification with local professionals.

Can foreigners buy land in Paraguay?

Yes, generally. Law No. 2532 restricts nationals of neighbouring countries and companies majority-owned by them from owning, co-owning or holding usufruct over rural property within 50 km of Paraguay's land and river borders. A public-interest exception may be granted by executive decree; Law No. 2647 also preserves specifically listed cases, including nationals of neighbouring countries who hold permanent residence in Paraguay. Every purchase still requires title, cadastre, restriction, tax and notarial checks; Plan B coordinates that due diligence.

Paraguay property due diligence: a field checklist before you buy

Before money moves, reconcile four layers: the seller and registry title, the cadastral record, a georeferenced survey of the land on the ground, and the rules that govern its intended use. Then verify access, liens and restrictions, taxes, utilities, environmental or municipal requirements, and the closing path with an independent Paraguayan lawyer and notary.
