Can foreigners buy land in Paraguay?

A closer look at the land, residential projects and operating assets Plan B prepares and manages on the ground in Paraguay — with each project's stage, scope and next step stated clearly.

Direct answerLast reviewed ·

Yes, generally. Law No. 2532 restricts nationals of neighbouring countries and companies majority-owned by them from owning, co-owning or holding usufruct over rural property within 50 km of Paraguay's land and river borders. A public-interest exception may be granted by executive decree; Law No. 2647 also preserves specifically listed cases, including nationals of neighbouring countries who hold permanent residence in Paraguay. Every purchase still requires title, cadastre, restriction, tax and notarial checks; Plan B coordinates that due diligence.

Requirements can change. We verify the current rules again before any filing or transaction.

How we prepare this guide

We begin with official public sources, then compare them with the questions we handle in practice in Paraguay. Before a client acts, we recheck the applicable rule, the documents and the facts of the specific property or case.

01 / Question

How much does it cost to invest or get residency in Paraguay?

A Plan B investment or construction client does not have to meet the Investor Pass threshold. We can coordinate the standard route that fits the client's case, subject to current official eligibility and documents. For clients who qualify and choose Investor Pass from the outset, we coordinate the investment file, migration process and cédula as one connected mandate.

02 / Question

Can I buy property in Paraguay remotely, from abroad?

Yes. Plan B coordinates due diligence, cadastre verification, notary and registration on the ground, so most of the process can be handled remotely with a power of attorney.

Make the decision before choosing the paperwork

The right plot is the one that supports the intended use after the legal record and the physical site tell the same story. Price and scenery come after title, boundaries, access and constraints.

01

Start with use — Describe what you want to build or operate, the privacy and access required, and which compromises are unacceptable.

02

Reconcile three realities — The seller's documents, cadastral and registry information, and what a competent site inspection or survey finds must agree.

03

Price the missing work — Access, drainage, soil, clearing, power, water and approvals can change the true cost of a seemingly inexpensive plot.

A practical sequence

  1. 01

Confirm the seller's identity and authority, then obtain current title and registry information through the proper channels.

  2. 02

Compare the title, cadastral reference, plan, surface area and neighbouring parcels; investigate every mismatch before negotiating further.

  3. 03

Visit with the intended use in mind and verify practical access, topography, water movement, services and visible occupation.

  4. 04

Put unresolved conditions, required documents and the closing sequence in writing before paying a non-refundable amount.

Untangle the title

  • Title and ownership verification before you sign anything.
  • Cadastre and registry corrections — fix wrong areas, wrong owners, missing inscriptions.
  • Unblock stalled transfers and inheritance cases.
  • Purchase structuring — whether to buy as an individual, through a Paraguayan S.A./S.R.L. or via a trust, including tax implications.
  • General legal admin for foreigners — powers of attorney (poderes), apostilles, sworn translations of official documents and dealing with authorities on your behalf.
  • Representation in property disputes with our own legal team.

How long does residency in Paraguay take?

There is no honest fixed timeframe. It depends on the route, nationality, document completeness and the migration authority's current workload. Plan B checks the official requirements for your case before quoting a realistic schedule. Plan B coordinates the applicable residency process and cédula for clients who actively invest or build through us, as well as for clients who choose Investor Pass from the outset. We do not accept standalone residency-only or cédula-only mandates without an active Plan B investment or construction project.

Is Paraguay a good country to invest in?

Paraguay combines macroeconomic stability with a territorial tax system and comparatively accessible land in selected growth corridors. DNIT currently publishes IRP rates of 8%, 9% and 10% for personal-service income, 8% for personal capital income, IRE at 10%, and IDU at 8% for residents and 15% for non-residents. The applicable treatment depends on the taxpayer, income source and structure, so Plan B coordinates case-specific verification with local professionals.

Paraguay property due diligence: a field checklist before you buy

Before money moves, reconcile four layers: the seller and registry title, the cadastral record, a georeferenced survey of the land on the ground, and the rules that govern its intended use. Then verify access, liens and restrictions, taxes, utilities, environmental or municipal requirements, and the closing path with an independent Paraguayan lawyer and notary.
